I'd go with Massachusetts.

It's part of New England so I could easily make friends with the other states and I could form alliances.

Colorado, considering weed is legal there so people are chill. Also a majority of the nukes held in the United States are in Colorado, we can threaten the other states to be subordinate or we nuke them the fuck off the map.
