He was BITW on two occasions. The first one being from June 27th 2011 to Summerslam 2011. And then for the first few months of 2013, up until WrestleMania.

He was probably the BITW between that time he beat Teddy Hart's arse in real life in the middle of 2004, until the Summer of Punk storyline ended. Between Tanahashi, Nakamura, Doi, YAMATO, KENTA, D-Bry and Aries, it's hard to argue for him being the BITW at any time between those periods in time.

| Around 2011-2012 he was competing at a level that you could argue was best in the world material. Look at his world title matches matches with Daniel Bryan, that Raw match in 2011 with Dolph Ziggler after he won the title, the triple threat with Bryan and Kane, the way he carried Cena in those matches in the summer-fall. Dude was damn good, especially for WWE and the way they dumb shit down major.
Edit: Also, as a heel he did as good of a job at being a great chicken-heel as anybody ever could other than Edge. WWE stupidly made Punk a chicken heel which diminished the quality of his matches, as it does for every chicken heel (which i hate, since it forces talented motherfuckers to act like bitches when they dont HAVE to). Yet still he managed to have a great match with Taker and good shit with guys like Rock, Cena, even Ryback in 2013.

Pipebomb until Royal Rumble 2013, he was the best overall performer in WWE. An actual victory over The Rock at the Royal Rumble would've helped him tremendously.

I'd say his heel run towards the end of 2012 and early 2013 was his best work.

I would say the whole pipebomb moment, but I'd go even further back to when he was doing commentary in the back end of '10. The Nexus bombed but Punk himself was gold in the limited opportunities he had. And I'd say until Wrestlemania 29. He was a brilliant in his program with Taker.
