Randy Orton has been a top 5 promoer for WWE since the start of the Summer. I'm not sure if that's a good thing or a bad thing.

Road Dogg (He made magic on the mic, he's really underrated and overlooked in this category because he didn't back it up with too much wrestling skill, but when he was handed a microphone, he lit up the entire building.)

Eddie Guerrero (Honestly, Eddie was amazing at everything. His mic skills were just fucking beautiful, his wrestling was just fucking beautiful, and he deserves to be on this list for that reason)

The Rock (One of the most charismatic superstars EVER, The Rock made us laugh, looked at us, cocked an eyebrow, and laughed along with us. The guy had everything you want in a promo)

"Macho Man" Randy Savage (Macho Man was magic on the microphone, he has some of the most quotable lines in wrestling history, and could promo 10/10 as a heel and a face)

CM Punk (Before you jump over the barricade like The Shield and snap my neck just know that in my opinion, Punk was one of the most influential superstars of this generation. He's done alot for this half-decade of the business (2010-2015) and you can still see his influence right now, with people like Dolph Ziggler getting way more over than before)

Current Top 5 (No Particular Order):

Dean Ambrose (The Lunatic Fringe is an amazing Promo, one of the best ones in the WWE right now, he honestly is reminiscent of a combination between Mick Foley, and Brian Pillman)

Damien Sandow (Holy fuck do I love a "Savior of the masses" promo, even though he isn't using that gimmick currently, he completely dazzled me with it)

Paige (The only woman on this list, she's fucking insane, and I love her for it)

Undertaker (Come the fuck on, you know he would be on this list eventually, he is seriously an amazing promo)

John Cena (Don't rip my head off, even though they now come off as formulaic, his promo is still pretty great.)

Raven and Mick Foley.

Just gotta give a shout out to Edge and Stone Cold Steve Austin. They're not THE best but in their own right they've had some captivating mic work.

Not sure if you'd call him a "wrestler" but in my honest opinion I think Vince McMahon is one of the greatest talkers ever, his heel promos are some of the best of all time:

I'd probably go with Stone Cold or Vince McMahon. Their feud is possibly the most famous in wrestling history and it is essentially all because of promos. Most other feuds you think of the matches, but this one was all about the promos.
